Carlton Rule

Is a founding member, dedicated community leader, licensed builder, and entrepreneur with a diverse background spanning military service, advanced manufacturing, nonprofit workforce development, and property rehabilitation.

My Story

Carlton proudly served in the United States Navy, where he was a member of the Crash and Salvage Rescue Team onboard the USS WASP LHD-1. In this high-responsibility role, he operated in high-stress environments that demanded discipline, teamwork, precision, and rapid decision-making—qualities that continue to shape his leadership and professional approach. Following his military service, Carlton attended Eastern Michigan University, where he completed three years of study in Computer-Aided Manufacturing (CAM). When his GI Bill benefits were exhausted, he continued his education through Focus: HOPE Machinist Training Institute, a nonprofit workforce development program founded by Father William Cunningham and Eleanor Josaitis. Through Focus: HOPE, Carlton earned his Machinist Certificate and became a certified machinist, gaining hands-on training in precision manufacturing, mechanical systems, and quality control. The mission and support of this nonprofit program were instrumental in helping him secure stable employment, regain his footing, and build the foundation that enabled his later success. Building on this technical and operational background, Carlton is a licensed builder (2025) with hands-on experience in residential and commercial property rehabilitation. Prior to licensure, he successfully completed numerous residential rehabs, investment flips, and rental property renovations. His project experience also includes participation in the rehabilitation and build-out of a commercial property, most notably a licensed cannabis dispensary. Through his work and lived experience, Carlton has remained focused on restoring underutilized properties, strengthening neighborhoods, and creating pathways to economic opportunity. His journey—advancing from
nonprofit-supported workforce training to licensed builder, his path reflects a deep connection to Rooted In Community Development Corporation’s mission and a dedication to practical, accountable, and community-driven leadership.
